Expands the definition of "homeless youth" from under 21 years old to 23 years old or younger, effective July 1, 2017.

Establishes a program administered by the Department of Housing in collaboration with the Department of Children and Families to provide public outreach, respite housing, and transitional living services for homeless youth and youth at risk of homelessness.

Authorizes the Department of Housing to contract with nonprofit organizations or municipalities to implement youth homelessness services including drop-in centers, emergency respite care, family reunification services, counseling, education, employment assistance, and aftercare services.

Requires the Commissioners of Housing and Children and Families to submit annual reports by February 1 (beginning 2018) to relevant legislative committees with recommendations, outcome indicators, and benchmarks for the homeless youth program.

Transfers responsibility for the homeless youth program from the Department of Children and Families to the Department of Housing, effective July 1, 2017.
