Requires health carriers to issue electronic authorization to pharmacies for temporary drug supplies during prospective review grievances involving chronic disease medications prescribed by specialist providers, excluding schedule II and III controlled substances.

Health carriers must confirm with the prescribing provider within 24 hours of issuing pharmacy authorization that the provider concurs with the temporary drug dispensation; authorization must be cancelled if provider does not concur.

Temporary drug supply authorization does not apply to generic drug substitutions or brand name drug substitutions unless the prescribing provider specified no substitution for the brand name drug.

Establishes these provisions apply during the review period until the covered person receives notification of the final review decision.

Effective date is January 1, 2016 for amendments to sections 38a-591d(b) and 38a-591e(c) of the general statutes.
