Prohibits individual and group health insurance policies from excluding coverage of FDA-approved drugs prescribed for off-label uses (cancer or disabling/life-threatening chronic diseases) if the drug is recognized in established reference compendia or peer-reviewed medical literature.

Expands coverage recognition criteria to include peer-reviewed medical literature from journals meeting International Committee of Medical Journal Editors standards, excluding publications sponsored by pharmaceutical companies or health insurers.

Requires coverage to include medically necessary services associated with drug administration and prohibits denial based on medical necessity except for reasons unrelated to the drug's legal status.

Exempts coverage requirements for drugs used in research trials sponsored by manufacturers or government entities, and for drugs the FDA has determined to be contraindicated for the prescribed condition.

Effective January 1, 2016, amending sections 38a-492b (individual policies) and 38a-518b (group policies) of Connecticut general statutes.
