Labor Department shall conduct a study on employment agencies that recruit foreign workers for jobs within the state, as defined in section 31-129 of the general statutes.

Study shall examine methods used to identify foreign workers, fees assessed to foreign workers for employment agency services, and whether working conditions are disclosed to workers before recruitment.

Labor Commissioner must submit a report to the joint standing committee on labor by January 1, 2016, addressing the three study topics and providing recommendations for administrative or legislative improvements.

Recommendations shall focus on improving the quality of life for foreign workers in the state.

Act takes effect immediately upon passage.
