Prohibits public employers in Connecticut (state agencies, departments, boards, colleges, universities, and political subdivisions) from requiring public employees to sign separation agreements containing nondisparagement or non-disclosure clauses.

Prevents agreements that restrict employees from disclosing or discussing their employment, termination, suspension, separation, or any policies, actions, or programs of the public employer.

Allows public employers to restrict disclosure only of records that are exempt from public disclosure under Connecticut General Statutes Section 1-210 and information contained within those records.

Applies to separation agreements that are distinct from employment agreements and adopted specifically for termination, suspension, or separation from employment.

Takes effect October 1, 2015.
