Requires a law enforcement unit hiring a certified police officer to reimburse the officer's previous employer with 50% of the total certification costs if hired within two years of obtaining certification.

Defines "cost of certification" as training, equipment, uniforms, salary, fringe benefits, and entry-level requirements set by the Police Officer Standards and Training Council, excluding returned equipment or uniforms.

Does not apply to police officers hired more than two years after obtaining their initial certification.

Preserves existing reimbursement agreements between police officers, collective bargaining units, and law enforcement units that were entered into before the effective date.

Takes effect upon passage.
