Prohibits municipalities from assigning tax liens unless the unpaid taxes exceed $2,500, effective October 1, 2015.

Prohibits municipalities from assigning sewer assessment liens unless the unpaid sewer charges exceed $2,500.

Prohibits municipalities from assigning sewerage connection and use charge liens unless the unpaid charges exceed $2,500.

Prohibits municipalities from assigning water charge liens unless the unpaid water charges exceed $2,500.

Assignees of permitted liens retain all enforcement rights including foreclosure, suit on debt, and recovery of costs and attorneys' fees from property owners.
