Creates a regional dispatch authority for the towns of New London, East Lyme, and Waterford, effective October 1, 2015, established through concurrent ordinances by each municipality's legislative body

Authority governed by a nine-member board with three representatives from each member municipality appointed by the chief executive officer, with staggered three-year terms

Grants the authority broad powers to plan, design, construct, finance, operate, and maintain regional dispatch facilities, enter into contracts with other municipalities and agencies, employ staff, and charge user fees uniformly across member municipalities

Exempts the authority and its projects, property, and money from state and local taxation, though the authority may voluntarily enter into agreements to make payments in lieu of taxes with municipalities

Protects existing collective bargaining agreements when municipalities join the authority, though the decision to join itself is not subject to collective bargaining
