Commissioner of Transportation must submit annual reports beginning January 1, 2016, to joint standing committees on transportation, public safety, and environment regarding development and implementation of an enhanced accident response plan.

Reports must describe existing accident response programs and policies, ongoing implementation steps, and interagency coordination initiatives among Transportation, Emergency Services and Public Protection, and Energy and Environmental Protection departments.

Reports must include information on outreach efforts to involve critical individuals and groups in accident response planning, available federal programs and funding for traffic incident response, and goals for improving the accident response plan in the coming year.

Effective date is July 1, 2015.

All three relevant committees (Transportation, Public Safety, and Environment) voted in favor of the bill.
