Substitute Senate Bill No. 502 - Bicycle Safety

• Allows drivers to pass bicycles, mopeds, scooters, and slow-moving vehicles in marked no-passing zones if safe to do so with adequate sight distance and without endangering traffic.

• Revises bicycle lane positioning rules to allow cyclists to ride as close to the right as is safe (not just practicable) and permits riding away from the right side when necessary to avoid hazards, prepare for turns, or ride in dedicated bicycle facilities.

• Permits parking vehicles near bikeways by allowing wheels to be placed 12 inches from the bikeway edge or its buffer area instead of requiring placement at the curb.

• Requires the Department of Transportation to consider bikeway standards from the National Association of City Transportation Officials when updating road design standards and to allocate at least one percent of highway construction funds toward facilities for all users including bikeways.

• Clarifies that overtaking and passing is permitted for bicycles, mopeds, scooters, and slow-moving vehicles on highways under general driving rules.
