Repeals and replaces Section 14-36m of general statutes, effective July 1, 2015, establishing requirements for motor vehicle operator's licenses for applicants unable to prove legal U.S. presence or provide a Social Security number.

Requires applicants to submit proof of state residency, either two forms of primary identity proof or one primary and one secondary form of identity proof, and an affidavit stating they have filed or will file an immigration legalization application.

Prohibits issuance of licenses to applicants convicted of felonies in Connecticut; Commissioner must search electronic criminal records within 30 days of applicant passing knowledge test.

Mandates all licenses issued under this section display "for driving purposes only" restriction and use distinctive numbering or lettering to enable easy identification; these licenses cannot be used for voting purposes.

Requires Commissioner of Motor Vehicles to provide information to all voter registrars on identifying drive-only licenses; licenses expire every 3-6 years and require in-person renewal with proof of residency.
