Prohibits nursing homes and residential care homes from restricting patients' use of prescription drug programs or health plans offered by the U.S. Department of Veterans Affairs.

Requires facilities to dispense and administer VA prescription drugs at patient request regardless of the drug packaging format.

Allows facilities to continue dispensing non-VA prescription drugs when patients need medication before VA drugs become available.

Removes previous language permitting facilities to impose their own policies on VA prescription drug administration.

Effective upon passage and amends Connecticut General Statutes Section 19a-521c.
