Certificates of environmental compatibility and public need issued by the Connecticut Siting Council on or after October 1, 2015, expire not more than three years after issuance, unless the Council establishes an earlier date.

The Council may grant one or more extensions to certificate holders, provided the total duration from certificate issuance to when the facility begins generating electricity does not exceed ten years.

If a certificate holder or successor seeks judicial review of a Council decision, the certificate expiration date is tolled during litigation and any subsequent Council action in accordance with judicial decisions.

Effective date is October 1, 2015.
