Caps residential electric fixed charges at $10 per monthly billing cycle, effective July 1, 2015, with the Public Utilities Regulatory Authority enforcing this limit in all future rate cases.

Requires the Public Utilities Regulatory Authority to initiate a docket proceeding on or after October 1, 2025 to investigate whether to eliminate residential fixed charges or adjust them above $10 per billing cycle, with findings due by January 1, 2026.

Defines "distributed energy resources" and "energy storage devices" and authorizes electric distribution companies to build, own, or operate energy storage devices for grid integration demonstrations with up to $5 million in aggregate costs.

Directs the Commissioner of Energy and Environmental Protection to establish a valuation methodology for distributed energy resources by October 1, 2015, considering factors including energy, capacity, grid support services, reliability, resiliency, and environmental attributes.

Updates net metering and virtual net metering provisions to allow new credits for distributed energy resources to be established by the commissioner's final valuation methodology, while existing customers retain current compensation rates.
