Establishes an Office of Broadband Advocacy within the existing Office of Consumer Counsel to facilitate broadband access availability to all state citizens and increase adoption of ultra-high-speed gigabit capable broadband networks.

Authorizes the Office of Broadband Advocacy to collaborate with public, nonprofit, and state entities and provide advisory assistance to municipalities and private corporations for expanding broadband access and fostering innovative broadband approaches.

Empowers the Office of Broadband Advocacy to procure grants for broadband expansion purposes and requires staffing including a Broadband Policy Coordinator and other staff deemed necessary by the Consumer Counsel.

Adds "broadband" definition to statute as high-speed Internet access, including wireless Internet access.

Takes effect October 1, 2015 and amends Connecticut General Statutes Section 16-2a.
