Prohibits electric suppliers from entering into new contracts with residential customers that charge variable rates for electric generation services, effective October 1, 2015

Prohibits automatic renewal of existing residential customer contracts if the renewal would result in charging a variable rate for electric generation services

Defines "residential customer" as a customer who contracts with an electric supplier for generation services at residential premises for domestic purposes only

Requires the Public Utilities Regulatory Authority to conduct a proceeding by October 1, 2015, to develop recommendations on rate structures for residential customers whose fixed contracts expire and transition to month-to-month rates

Mandates the Public Utilities Regulatory Authority report its findings to the joint standing committee on energy by January 1, 2016
