Expands workers' compensation coverage for mental and emotional impairment claims to include police officers, firefighters, and ambulance workers who visually witness death or maiming of human beings caused by another person's act (excluding motor vehicle collisions).

Defines "maiming" as the loss of any member or organ, and "immediate aftermath" as the scene where death or maiming occurred for up to six hours after law enforcement secures the scene.

Requires the state to purchase workers' compensation insurance coverage for claims under the expanded mental impairment provision by October 1, 2015.

Maintains existing exclusions for mental or emotional impairment resulting from personnel actions (transfer, promotion, demotion, termination) and voluntary participation in social or recreational activities.

Repeals section 31-294h of the general statutes, effective from passage.
