Increases the threshold for excess enrollment in a major party within a district from 20% to 50% for candidates to qualify for enhanced Citizens' Election Program grants during primary campaigns.

Raises the primary campaign grant to the amount that would have been awarded for a general election campaign when the 50% excess enrollment threshold is met.

Reduces general election campaign grants to 20% of current amounts if the major party candidate runs unopposed in a party-dominant district.

Reduces general election campaign grants to 50% of current amounts if the major party candidate faces opposition from another major party candidate in a party-dominant district.
