Adds a new category (10) allowing disclosure of Department of Children and Families records to any person if the records pertain to a child whose parent, guardian, foster parent, or prospective adoptive parent was convicted of child abuse, neglect, or related crimes, for determining whether the department's services adequately protected the child.

Renumbers existing disclosure categories (11-27) to (12-28) to accommodate the new provision.

Applies effective October 1, 2015, amending section 17a-28(g) of the general statutes.

Maintains existing restrictions on disclosure, including requirements for court determinations and prohibitions on identifying biological parents without consent in most circumstances.
