Defines "smartphone" as a cellular mobile telephone with a mobile operating system, software application capability, internet/email access, wireless connectivity, and long-term evolution (LTE) network compatibility.

Requires all new smartphone models offered for retail sale in the state on or after July 1, 2016, to include software or hardware that renders essential features inoperable to unauthorized users once initiated by an authorized user.

Effective date of July 1, 2016, for the kill switch requirement.
