Requires each institution of higher education to adopt policies establishing affirmative consent as the standard for determining whether consent was given and clarifying that intoxication or failure to take reasonable steps to ascertain consent are not valid defenses.

Mandates institutions provide annual prevention and awareness programming for all students and employees covering affirmative consent, reporting procedures, and bystander intervention strategies.

Requires detailed disclosure of student and employee disciplinary procedures, including investigation standards, victim and accused rights to advisors and evidence presentation, and use of preponderance of evidence standard.

Mandates annual reporting to the joint standing committee on higher education detailing sexual assault, stalking, and intimate partner violence policies, prevention programs, reported incidents, and disciplinary outcomes by October 1, 2015 and thereafter.
