Expands investigations of peace officer use of force resulting in death from only "deadly" force to all "physical force" incidents, effective October 1, 2015

Requires the Chief State's Attorney to designate either a prosecutorial official from a different judicial district or appoint a special assistant state's attorney to conduct investigations, making these options mandatory rather than discretionary

Removes provision allowing private citizens to request investigations be conducted by outside prosecutors

Requires investigation reports to include incident circumstances, whether the force used was appropriate under section 53a-22, and any future actions by the Division of Criminal Justice

Mandates the Chief State's Attorney provide investigation reports to the municipality's chief executive officer and appropriate law enforcement commissioner or police chief
