Amends sections 7-148 and 8-193 of the general statutes to restrict municipal use of eminent domain powers.

Prohibits municipalities from taking property via eminent domain unless there is clear evidence the property will be used for municipal purposes or for a public-private partnership project.

Requires that any public-private partnership project demonstrate positive economic impact as a condition for using eminent domain to acquire the property.

Limits the ability of towns to seize private property for development or other purposes.
