Amends section 2-33a of the general statutes to redefine "increase in inflation" as the increase in the consumer price index for urban consumers during the preceding twenty-four-month period ending December 31st, using United States Bureau of Labor Statistics data.

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding debt service payments and interest on bonds, notes, or other evidences of indebtedness.

Implements the constitutional spending cap required by article third, section 18 of the Connecticut Constitution.
