Amends Section 38a-1084 of the general statutes to require the Connecticut Health Insurance Exchange to post accurate and current listings of health care providers and facilities in each qualified health plan's network on its internet website.

Effective October 1, 2015, the exchange must maintain a web site providing standardized comparative information on qualified health plans, including provider network information, enrollee satisfaction surveys, and tools to help enrollees evaluate plan options.

Establishes 26 duties for the exchange including administering the exchange for individuals and employers, operating a toll-free hotline, certifying health benefit plans, and providing premium cost calculators.

Requires the exchange to meet financial integrity requirements including keeping accurate accounting of all activities and expenditures, cooperating with federal investigations, and prohibiting funds from being used for staff retreats, promotional giveaways, or excessive executive compensation.

Directs the exchange to report annually to the General Assembly on the effects of adverse selection on exchange operations and make recommendations to address negative impacts on the exchange's sustainability.
