Mandates at least 15 days' advance notice to affected health carriers and the joint standing committee on insurance, with notice posted on the exchange's website including the proposed charge amount, effective date, and hearing details.

Requires the exchange to post federal medical loss ratio data for affected carriers and premium or other information used to determine the proposed charges on its website.

Makes the effective date October 1, 2015, and amends sections 38a-1083(c) and (d) of the Connecticut General Statutes.
