Amends Section 38a-1083(c) of the general statutes to limit assessment and user fee charging by the Connecticut Health Insurance Exchange, effective October 1, 2015

Restricts the exchange's authority to charge assessments or user fees to health carriers that actually offer qualified health plans through the exchange, rather than those merely capable of offering such plans

Allows the exchange to generate necessary funding from health carriers offering plans and to impose interest and penalties for delinquent assessment or fee payments
