Commissioner of Emergency Services and Public Protection shall conduct a pilot program with body-worn video recording equipment in three municipal police departments: one serving under 30,000 people, one serving 30,000-124,000 people, and one serving over 124,000 people.

Department of Emergency Services and Public Protection shall purchase all body-worn video recording equipment and electronic storage needed for the pilot program.

Selected municipal police departments must adopt policies by September 15, 2015, regarding use of body cameras and storage, review, retention, destruction, and disclosure of recorded videos.

Pilot program shall operate from October 1, 2015, through September 30, 2016, with selected police officers required to use body-worn video recording equipment in accordance with adopted policies.

Municipal police departments must submit reports by November 30, 2016, comparing complaints and use-of-force incidents before and during the pilot program; Commissioner must submit recommendations to the joint standing committee by January 31, 2017.
