Establishes a dispute resolution process for resolving disputes over surprise bills and emergency services bills, effective October 1, 2015.

Defines "surprise bill" as bills for non-emergency health care services from nonparticipating providers at participating facilities when a participating provider is unavailable, services are rendered without patient knowledge, or unforeseen conditions require immediate attention.

Excludes from surprise bill definition bills when an insured voluntarily chose a nonparticipating provider over an available participating provider.

Requires the Insurance Commissioner and Commissioner of Public Health to jointly adopt regulations establishing dispute resolution procedures, standards for certifying independent dispute resolution entities, criteria for determining reasonable fees, and payment structures.
