Establishes an independent Commission on Health Care Policy and Cost Containment governed by a 12-member board of directors appointed by legislative leaders and committee chairs, plus three ex-officio nonvoting state commissioners and the Healthcare Advocate.

Charges the commission with setting state health care cost growth goals, establishing annual cost growth benchmarks, and monitoring health care provider costs, prices, and market trends through annual public hearings.

Requires health care providers and provider organizations to register with the commission and report financial data; commission shall notify providers exceeding cost benchmarks and assist them with performance improvement plans.

Mandates commission review of material changes to provider operations or governance structures to assess impact on cost growth benchmarks and market competitiveness, with final reports submitted to the Attorney General.

Requires annual reporting to the General Assembly on spending trends, recommendations for system efficiency, provider price variation, and adoption of alternative payment methodologies; effective October 1, 2015.
