Amends section 10-76g of the general statutes to revise the excess cost threshold for special education through a phase-in schedule from fiscal year 2017 to 2020.

Sets excess cost threshold as a multiple of net current expenditures per pupil: 3.5x for FY 2017, 3x for FY 2018, 2.5x for FY 2019, and 2x for FY 2020 and thereafter.

Requires the Department of Education to annually collect data on per pupil special education expenditures by each local and regional board of education.

Requires the Department of Education to annually report special education expenditure data to the joint standing committee of the General Assembly with cognizance over education matters.
