Eliminates the municipal exemption from small business and minority business enterprise set-aside requirements, making municipalities subject to contract compliance rules for projects financed in whole or in part by the state.

Expands the definition of "state agency" to include the Metropolitan District of Hartford County.

Requires municipalities to set aside at least 25% of state-financed contract values for small contractors and minority business enterprises, with at least 25% of set-asides reserved for minority-owned businesses.

Exempts municipal contracts financed by the state below the threshold specified in section 31-53 from set-aside requirements.

Takes effect October 1, 2015.
