Establishes a Children's Mental, Emotional and Behavioral Health Plan Implementation Advisory Board effective July 1, 2015, to advise state agencies and stakeholders on executing a comprehensive mental health implementation plan for children.

Board membership consists of 21 members including 8 family representatives, 4 service providers, 3 advocacy group representatives, multiple state commissioners, and representatives from the legislature, courts, and child/healthcare advocates.

Board shall catalog mental, emotional and behavioral health services offered by state agencies, adopt standard definitions and measurements for services, and promote inter-agency collaboration.

All board appointments must be made within 30 days of the effective date, with initial terms of three years and subsequent two-year terms; the board must meet at least quarterly.

Board must submit annual reports to the General Assembly by September 15 each year detailing implementation plan execution status, agency collaboration level, and recommendations for improvements.
