Changes language in section 10-94g(a) of Connecticut General Statutes from discretionary ("may") to mandatory ("shall") for appointing surrogate parents for foster children and children under Department of Children and Families supervision.

Expands surrogate parent appointment requirements to include foster children as defined in section 17a-110, children receiving services from facilities run or contracted by the Department of Children and Families, and children served by the Court Support Services Division of the Judicial Branch.

Requires parents or guardians be notified by certified mail that the child is or may be eligible for special education services before a surrogate parent is appointed.

Permits parents or guardians to revoke the surrogate parent appointment at any time and requires they receive identical notices as the surrogate parent.

Takes effect October 1, 2015.
