Establishes a task force to study municipal ethics, create a plan for regional municipal ethics boards, and recommend minimum provisions for municipal ethics codes.

Task force consists of 9 members: two each appointed by the House Speaker and Senate President Pro Tempore; one each appointed by House Majority Leader (large municipality representative), Senate Majority Leader (small municipality representative), House Minority Leader (regional council of governments representative), and Senate Minority Leader; plus the executive director of the Office of State Ethics or designee.

All appointments must be made within 30 days of the act's effective date; task force's first meeting must be held within 60 days.

Task force must submit a final report with findings and recommendations to the joint standing committee on government administration by January 1, 2016, and terminates upon submission or on January 1, 2016, whichever is later.

Administrative support provided by the staff of the joint standing committee having cognizance of government administration matters.
