Allows municipal registrars of voters to agree to reduce the number of polling places for primaries, with designations made at least 60 days before the primary.

Requires registrars to notify the Secretary of State and candidates of polling place changes between 60 and 45 days before the primary, with candidates able to object by 4 p.m. on the thirtieth day prior.

If any candidate objects to a polling place reduction, all polling places must remain the same as those used for the general election.

Requires registrars to mail notification to electors whose primary polling place differs from their general election polling place at least 25 days before the primary.

Permits reduction in the number of moderators required for primaries if polling places are reduced, provided at least one certified moderator serves each polling place.
