Raises the lobbyist registration threshold from $2,000 to $3,000 in combined compensation, reimbursement, or expenditures in any calendar year.

Expands the definition of "expenditure" to exclude costs for transporting organization members to specific sites where they receive no other lobbying compensation and clarifies exclusions for newsletters and association contributions.

Modifies the registrant fee payment exclusion to ensure fees paid to register are not counted as lobbying expenditures.

Requires officials and employees of quasi-public agencies to register as lobbyists under the same standards as other state employees.

Effective January 1, 2016, with all amendments to registration thresholds, definitions, and reporting requirements applying to the redefined lobbyist standards.
