Amends Section 17b-601 of Connecticut general statutes regarding state supplement payments to licensed residential care homes and rated housing facilities for residents who are temporarily absent, effective July 1, 2015

Adds two conditions for continued payment during a resident's absence: (1) the recipient's bed must otherwise be available during the absence, and (2) the recipient must reasonably be expected to return before the end of the month following the month of departure

Removes the transitional provision that allowed the Commissioner of Social Services to continue making reserved bed payments under prior regulations until new regulations were adopted

Requires the Department of Social Services to pay homes or facilities at a per diem or monthly rate less any applied income due from the resident, with retroactive rate adjustments handled directly between the department and the facility

Allows the department, when a retroactive rate adjustment makes a current resident newly eligible for state supplement benefits, to set the eligibility start date as the later of the admission date or 90 days prior to receiving the application
