Authorizes the Commissioner of Energy and Environmental Protection to grant leases or other authorizations for occupancy of state-held submerged lands underlying or associated with lighthouses to facilitate their preservation under the National Historic Lighthouse Preservation Act of 2000

Establishes lease terms of either 30 years with renewal options when a lighthouse is sold, or a term coterminous with applicable leases when a lighthouse is leased

Requires leases to include conditions ensuring consistency with state goals and policies under section 22a-92, including reasonable public access when leasing to nonprofit organizations and preservation of historic structures

Clarifies that lessees remain obligated to obtain any applicable federal, state, or local permits for construction of new structures or appurtenances on submerged lands
