Amends Connecticut law to establish separate penalty provisions for transporting firewood in violation of plant pest quarantine regulations, replacing the standard $500-$2,500 fine range.

Firewood transported for sale in violation of transport restrictions incurs a $200 fine.

Firewood transported for personal use receives a warning on first offense if the person discloses the point of origin, and an $85 fine for any subsequent offense.

Adds violations under the amended firewood transport provision to the list of violations eligible for the state's payment and hearing procedure under section 51-164n.
