Defines "Jetted Articulated Vessel" (JAV) as a vessel with a base pumping unit, articulated hose, and device that ejects high-pressure media to elevate or submerge an operator or passenger.

Prohibits persons under 16 years of age from operating or being a passenger on a JAV, and requires all JAV operators and passengers to hold a certificate of personal watercraft operation.

Adds restrictions on JAV operations including prohibition in slow-no-wake areas except for transit, and requirement to maintain at least 200 feet distance from docks, shores, piers, or fixed structures (except for direct transit).

Expands water skiing regulations to include activities where a passenger exits a vessel and uses the suction or wake of an underway vessel, and adds new requirement that vessel capacity not be exceeded when towing water skiers.

Adds prohibition against operating a vessel towing water skiers such that the wake creates injury to persons or damage to vessels or structures.
