Commissioner shall consider establishing a tire stewardship program to transform discarded tires into beneficial end uses

Commissioner shall research the efficacy of tire hauler license or permit programs in other states (including Michigan, Maryland, and Texas) to prevent illegal dumping and ensure proper disposal

Commissioner must submit a report to the joint standing committee on environment by February 1, 2016, including identified beneficial end uses, efficacy data on tire hauler licensing programs, and legislative recommendations

Effective from passage
