Authorizes farm wineries to dispense free samples of wine or brandy from bottles or containers with capacities not exceeding two gallons per bottle or container for on-premises consumption by visitors and prospective customers.

Modifies the definition of "farm winery" to clarify that it means any place or premises located on a farm in the state where wine is manufactured and sold.

Maintains all existing farm winery permit requirements including fruit production minimums (25% of fruit used in wine manufacturing), acreage requirements, direct-to-consumer shipping restrictions, and tax reporting obligations.

Preserves local authority for towns to prohibit the offering, tasting, or retail selling of wine and brandy at farm winery premises through ordinances or zoning regulations.

Effective date is upon passage.
