Extends small contractor and minority business enterprise certifications from a maximum of two years to allow extensions of up to six additional months if the Commissioner of Administrative Services determines an extension is warranted.

Clarifies that joint standing committees' failure to act on Commissioner of Administrative Services requests within 30 days, or written waiver of their right to convene a meeting, results in automatic approval of the request.

Expands the Technical Services Revolving Fund to include "telecommunication systems" and requires the Commissioner and Secretary of the Office of Policy and Management to conduct regular reviews using generally accepted accounting principles with annual comprehensive financial reviews by the auditors of public accounts.

Removes the Department of Administrative Services from responsibilities regarding training on Freedom of Information Commission requirements, leaving such training to the Freedom of Information Commission alone.

Transfers regulatory authority over child care services, youth camps, and early childhood programs from the Departments of Education, Social Services, and Public Health to the Office of Early Childhood.
