Amends Section 7-99 to clarify town manager authority over expenditures, limiting spending during fiscal year to appropriations made by board of finance except for emergency repairs to highways, bridges, or sidewalks not exceeding $1,000.

Updates Section 7-99 pronouns from masculine to gender-neutral language ("his or her") in references to town manager duties, bonds, financial disclosures, and annual reporting requirements.

Modifies Section 7-147(b) regarding flood plain obstruction and encroachment decisions to include ground and surface water protection and adds a comma after "municipality" in the list of natural resources considerations.

Changes grammatical construction in Section 7-147(b) from "which are" to "that are" in reference to dams, bridges, pipelines, and similar structures extending across waterways.

Takes effect October 1, 2015.
