Modifies the Temporary Family Assistance (TFA) program time limits and exemptions, effective July 1, 2015, including reference to a new section 17b-112k for additional provisions.

Expands exemptions from the 21-month time limit to include caretaker relatives attending high school or high school equivalency programs, and those pursuing advanced technical skills, apprenticeships, or higher education courses.

Creates a new two-step extension process: up to two initial six-month extensions for families making good faith efforts, plus additional six-month extensions for families with employed caretakers earning between the payment standard and federal poverty level.

Establishes a 60-month lifetime benefit limit for families receiving assistance beginning October 1, 1996, with exemptions for families experiencing domestic violence.

Amends employment services provisions to include access to child care and ensures caretaker relatives can access high school or high school equivalency programs as part of employment participation activities.
