Amends Section 27-125 to allow veterans with service-related disabilities and their families to receive temporary financial assistance as determined by the commissioner, effective October 1, 2015.

Updates Section 27-136 to protect power of attorney agents from liability when acting on behalf of armed forces members or those absent from the country, effective October 1, 2015.

Requires the Judicial Branch to collect and report data on armed forces members and veterans who apply for and are admitted to or denied entry into three pretrial diversion programs: accelerated rehabilitation, supervised diversionary program, and drug education/community service program, effective January 1, 2016.

Mandates the Judicial Branch submit annual reports to relevant General Assembly committees detailing pretrial program admissions and denials by veteran status, beginning January 15, 2017.
