Establishes a Connecticut women veterans' program within the Department of Veterans' Affairs, effective October 1, 2015

Requires the program to conduct outreach to women veterans to improve awareness of federal and state veterans' benefits and services eligibility

Mandates assessments of women veterans' needs regarding benefits and services, and review of programs and initiatives designed to address those needs

Requires annual recommendations for improving benefits and services for women veterans to be submitted to the Commissioner of Veterans' Affairs and the joint standing committee on military and veterans' affairs, beginning January 15, 2016

Directs incorporation of women veterans' issues into strategic planning for veterans' benefits and services, with authority for the commissioner to adopt implementing regulations
