Repeals and replaces subsection (g) of section 5-270 of the general statutes regarding the definition of "managerial employee" in state service.

Removes the requirement that higher education positions must include one of the specified managerial functions, allowing broader classification criteria for non-higher education positions.

Defines managerial employees as individuals in positions with at least two principal functions from four categories: direction of subunits, development of goals and objectives, participation in policy formulation, or administration of collective bargaining agreements and personnel decisions.

Takes effect immediately upon passage and applies to state employees in all units except where the removed higher education exception previously applied.

Intended to classify fewer state employees as managers by narrowing the definition and removing a specific requirement for higher education system positions.
