Comptroller shall offer state employee health plan coverage to nonstate public employers (municipalities, school boards, quasi-public agencies, public libraries) and their employees and retirees, effective October 1, 2015

Nonstate public employers must participate for minimum three-year intervals; participation in the state employee plan becomes a mandatory subject of collective bargaining subject to binding arbitration

Health Care Cost Containment Committee must review and may reject applications from employers seeking partial employee coverage or offering alternative health plans if they would shift disproportionate medical risks to the state plan

Premium payments from nonstate public employers go into a separate state employee plan premium account administered by the Comptroller; employers may require employees to contribute portions of premiums subject to collective bargaining obligations

Comptroller may withhold state grant payments or allocations to employers that fail to pay premiums or interest; nonstate public employers are prohibited from enrolling employees in the partnership plan effective October 1, 2015
